Former Canadian diplomat Kovrig served as a pro-peace think tank employee for the International Crisis Group. He was detained in December 2018, and charged with espionage by the Chinese government in May 2019, and several media sources believe his detention was in revenge for the December 1 arrest of Huawei CEO Meng Wanzhou. Relations between Canada and China have recently been strained by his arrest. He worked for the Canadian Ministry of External Affairs from 2010 to 2016, spending part of that time in Beijing and Hong Kong.
In February 2017, he began working for the International Crisis Group as a senior advisor for North-East Asia. He was taken into custody in Beijing on December 10 around the same time as Michael Spavor, a Canadian consultant with ties to Kim Jong-Un and experience working with North Korea.
Justin Trudeau, the prime minister of Canada, referred to his arrest as “arbitrary.” More than 220 eminent political and academic figures signed a letter on January 21st urging China to release him and Spavor. He was given permission by his captors to call his sick father in March 2020, during the COVID-19 epidemic. Trudeau announced on April 23, 2020, that consular visits for the jailed Canadians were being restricted due to the coronavirus shutdown, 500 days after he had been held captive.
His education began at Toronto’s Royal St. George’s College, and in 1994 he received his degree from the University of Toronto. He earned a master’s in international affairs from Columbia University in 2003. He speaks Mandarin Chinese with ease. After graduating, he spent some time working for the United Nations Development Programme in Kabul, Afghanistan, as well as in New York City.
